MINUTES FOR MEETING
July 17, 2012

PRESENT:  

Holly Palmgren, Ron Thompson, Tom Lynch, David Getman, and David Caporello from the PCC were in attendance.

MEETING:

David Caporello called the meeting to order at 7:07 pm.

The minutes for the June 19, 2012 meeting were read and accepted with minor changes.

NEW BUSINESS:

  • A continuation for a Request for Determination filed by Jim Camp for property located on Merriam Road (corner of East Princeton Road) for traditional agricultural uses. The Hearing was opened at 7:15 pm and closed at 7:25 PM.   A site visit was conducted on May 14, 2012 with Holly Palmgren and John Vieira from PCC as well as Jim Camp.  A second site visit was on June 23, 2012 with Mr. Camp and John Vieira, David Getman, Judith Kalloch-Getman and Ron Thompson from the PCC.  Mr. Camp stated at the meeting that the area had been harrowed, amended and planted as well as a berm being made between the wetlands and the plantings.  The berm is 2 feet high and about 3 feet wide to prevent irrigation runoff.  A Negative Determination was issued in Category 3 with special condition.  1. A berm be installed and maintained 2 feet high and 3 feet wide as per site visit discussion.  2.  A berm being installed no less than 50 feet from the flagged wetland so irrigation water shall not pass this barrier.
  • A Request for Determination filed by Lewis Reed, Wachusett Environmental for Wayne Norton for property located at 326 Mountain Road, Princeton for a replacement of existing septic system leaching field within 100’ of Isolated Land Subject to Flooding.  Public Hearing was opened at 7:10 PM.  A site visit was conducted on June 18, 2012 with Kale Kalloch-Getman, David Getman, and John Vieira from PCC.    A follow- up site visit was on July 9, 2012 with John Vieira and the Representative.  PCC wants the applicant to do a revised filing form stating that it is a BVW not Isolated Land Subject to Flooding as well as Board of Health approval letter.  No applicant attended the meeting so this item was tabled until the next Meeting, David Getman will contact the applicant.

Minutes for July 17, 2012 Meeting

OLD BUSINESS:

  • Wachusett Mountain State Park, Administration Road Project –.  DEP File No. 267-0347.   Tom Lynch stated that the project looks good.   Tom Lynch stated the in one area the rip rap is higher than the grade of the road, but the Design Engineer thinks this will work.  The project is just about completed.
OTHER BUSINESS:

  • Ken Whitney from Princeton Fire Department attended the meeting with maps of potential sites that the Fire Department wanted to improve:
  • Esty Road – brush cut to access road and would like to replace the hydrant in about a 1 acre pond, and correct spill way to prevent erosion.
  • Merriam Road and East Princeton Road - enlarge the pond to meet the insurance requirements for a fire pond.
  • Hickory Drive – remove mud, silt and vegetation from the pond and repair or replace the hydrant that doesn’t work, approximately 150 yards of material to be removed.
  • Hall’s Pond at the bottom of Gregory Hill – Install a hydrant but to do that the pond needs to be deeper, approximately 100 yards of material to be removed.
PCC discussed the potential dangers of having non-working fire ponds in town, and will hold a Special Meeting on July 24, 2012 to address the Request for Determinations to be filed by the Fire Department.  PCC also suggested that in the RDA’s it states that continued maintence in the future for these ponds should be ongoing.
FOREST CUTTING PLANS:
  • PCC discussed the cutting plans for Marie Reardon on Old Brook Station Road.
